Abstract
River planning in Korea has primarily focused on flood control and disaster prevention, with water resources economic evaluations that have focused on estimating the direct benefits of flood damage reduction through structural measures. However, as national income and economic growth have improved, the importance of waterfront amenity and recreational functions has been steadily increasing. From a real estate valuation perspective, the presence of waterfront landscapes and scenic rights has also been recognized as the key factors enhancing property values. In this study, a methodology was developed to accurately extract commercial buildings by crawling and acquiring public spatial data from V-World Digital Twin Korea and restaurant POI (Point Of Interest) data from Kakao Map using OpenAPI, followed by applying a centroid-nearest mapping algorithm. Furthermore, moving beyond the conventional direct benefit assessments of flood damage reduction, two independent variables-gross floor area and waterfront frontage length of commercial buildings-were selected to effectively estimate commercial profits attributable to scenic rights. Finally, the hedonic implicit price model based on actual sales revenues of commercial buildings was constructed, enabling the quantitative estimation of indirect benefits derived from the enhancement of scenic rights in riverfront recreational areas.
