Analysis of the status of energy welfare and a chart of grading considering characteristic of energy poverty classes

The issues of energy poverty classes should be dealt with at the state level as the classes originate in low-income bracket that barely makes ends meet. In terms of law and policies, much effort have been making to protect the basic energy rights in Korea but any exact definition of energy poverty classes has not been established yet. So, some problems such as fairness and overlapped support had come up. Energy support measures fit for characteristic of each household should be arranged to heighten an effect of the support, and welfare support system for the actual benefited households needs to be improved with the measures. Therefore, this study suggests substantive policy plans that enhance an effect in terms of actual beneficiaries by analyzing date of the actual condition of domestic support for energy poverty. It delves into problems of the status of domestic energy support by comparing it with domestic policy after investigating a variety of welfare plans through oversea cases of energy welfare in force. It aims at proposing welfare policy plans for beneficiaries support after determining characteristics of domestic energy poverty classes and setting up the representativeness of the beneficiaries.
