Block-based preprocessing system for the coding performance improvement

Abstract

In this paper, a new preprocessing algorithm is proposed to improve coding performance, both reducing noise and maintaining the clearness of an original image. Experimental results show the significant improvement in coding performance as compared with no preprocessing.
