Practical rate control algorithm for VBR MPEG-2 video transmission over ATM networks

Abstract

In this paper, a new joint encoder and channel rate control algorithm is proposed for real-time variable bit-rate video transmission over ATM networks. Experimental results show that the proposed scheme obtains both performance improvement and consistent quality, as compared with the conventional ones.
